FIX:
The AdminServer requires connection to a network to function. To use a Windows system without network access and have the AdminServer start, install a Loopback adapter. The Loopback adapter simulates being connected to a network.
Please note the steps to install the Loopback adapter may vary depending upon the version of Windows being used, but the basic steps are:
1. Attach the Loopback device according to the supplied instructions.
2. Go to the Windows Start Menu, select Control Panel
2. Click on the "Add Hardware Wizard"
3. Follow the menus in the Add Hardware Wizard.
4. Reboot the computer.
