FIX:
Progress Provision Plus and OpenEdge Studio licenses can start a database in multi-user, but remote users will not be able to connect to it.
To start a database for remote users, a server type license is needed such as:
Progress Workgroup Database or Progress Enterprise Database for version 9.x and previous versions.;
OpenEdge Workgroup RDBMS or OpenEdge Enterprise RDBMS for version 10.x.
