The user executing the remote proshut is the correct one
Remote shutdown has not been disabled
CAUSE:
Remote proshut has not been implemented for a cluster-enabled database
FIX:
Login locally (telnet/ssh/remote desktop/vnc) to a cluster machine and issue proshut command locally.
