Selecting the Open options when IE7's File Download dialog appears for the .PROWCAPC file
Unable to expand cabinet file containing ProwcApp file,
<Path>\<ApplicationName>[1].prowcapc. The process cannot access the file because it is being used by another process.
FileMon, filtering on the .PROWCAPC file, shows the following problem:

WebClient application installs correctly when using Internet Explorer 6
CHANGE:
Upgraded to Internet Explorer 7
CAUSE:
Bug# OE00132941
CAUSE:
Both Internet Explorer 7 and PROWCINI.EXE attempt to access the .PROWCAPC file at the same time, resulting in a sharing violation. Output from FileMon indicates that the browser was writing and addressing the .PROWCAPP.
FIX:

Save the .PROWCAPC file to disk and then execute the file locally
