Where are the input locales taken from for the Progress Explorer tool ?

FIX:
The input locales are obtained from the Windows input locales, if there is a need for changes, this can be accomplished by setting its value in the following section:
Control Panel -> Regional Options -> Input Locales
Once the change is done, in order to have the whole Progress environment working with the desired language the AdminServer and the Progress Explorer have to be restarted.
