SYMPTOM(s):
AppServer will not start
AppServer hangs during startup
Unable to connect to the service process at <serverAddress>:20931/<AppServerName>(after 2 retries) (8171)
CAUSE:
A new version of Progress was installed over top of a previous installation. Progress should not be installed over top of a previous installation.
FIX:
Completely remove the current installation of Progress and reinstall the product.
