CAUSE:
Bug# OE00110398
FIX:
1) Copy msvcp70.dll and mfc70u.dll to %WINDIR%\System32 (if needed contact Progress Technical Support to obtain the missing DLLs).
2) Re-install OpenEdge 10.0B
3) Install Service Pack 1 or higher for OpenEdge 10.0B.
