FIX:

Unfortunately, there is no way to change the number of lines in the message area at the bottom of the Window. In the past (prior to Progress 7.x), it was possible to accomplish this by modifying the protermcap file. However, this is no longer supported by Progress.

In Progress 7.x and later, the MESSAGE-LINES function exists for compatibility reasons. It is more like a constant than a real function since it has a hard-coded value of 2. Even if a Window is defined with no message area, MESSAGE-LINES will still return a value of 2 for the number of message lines for the Window's message area.
