SYMPTOM(s):
Error trying to create a Progress database
Unable to copy source or target database, because we couldn't connect to it. (8265)
Working directory is not a sub-directory of the Progress installation directory.
Current user has full control over the directory where the DB is being created.
CAUSE:
This is expected behavior. This will happen when either source or target database are in use.
FIX:
Make sure you disconnect source and target DB's before creating a new one.
