The Apache error log has the following error:
Premature end of script headers: wspd_cgi.sh

CAUSE:
This is a permission issue. The read and execute privileges for others was not given to the cgi-bin folder as well as to the $DLC/bin directory.
FIX:
Apply the read and execute (r-x) privilege to others on the cgi-bin and the $DLC/bin folders.
