Kbase P101602: Cannot dump the Fathom configuration database if fathom is stopped but Adminserver is up

SYMPTOM(s):
When trying to dump the Fathom configuration database getting an error
Error. Fathom configuration database is locked.
Fathom stopped using the fathom -stop command
AdminServer is still running
If AdminServer is stopped, the dump works.
If Fathom and AdminServer are both started, the dump works.
CAUSE:
Fathom and its configuration database is still running
FIX:
Fathom runs as a plug-in to the AdminServer and is not shutdown when fathom -stop is run. The Fathom stop command stops Fathom doing any work and also shuts down Fathoms Webserver. To dump the configuration you need to have both Fathom and AdminServer running at the same time or shutdown at the same time.
