Database was correctly shutdown with proshut -by
Transaction backout started during course of shutdown, as reported by (2252) message
Begin transaction backout. (2252)
Client for which tx is being backed out receives SIGTERM during course of proshut -by
Transaction backout not completed before database shutdown completes

CAUSE:
This is a known issue being investigated by Development.
FIX:
There are two ways to resolve the behaviour -
- restore from backup
- or force into the database using truncate bi -F, followed by a dump and load. Refer first to Consequences of using the -F startup option
Restoring from backup should be the preferred option.
