CAUSE:
The exact cause is unknown at the time of this writing
FIX:
To resolve the problem of the failing Progress Service Pack installation, perform the steps below:
1. Remove the original OE 10.0B installation directory
2. Reinstall OE 10.0B as a complete installation
3. Add the OE 10.0B01 Service Pack.
