Replication (target) cannot be enabled on a database that has not already been enabled for source replication. (10370)

CAUSE:
Per the Fathom Replication release notes, a combined replication properties file cannot be used when starting the replication enabled databases via the Progress Explorer/AdminServer:
2.8. Property Files

The Progress Explorer tool cannot be used when using a combined source and target database properties file, as it is defined in the "Sample Replication Combined Properties File" section of the "Progress Fathom Replication Users Guide."
FIX:
Use separate properties file for Source and Target Database.
