FACT(s) (Environment):

SYMPTOM(s):
Progress WebClient 10.0B is installed.
Cannot retrieve application's security status from registry. Unable to initialize PSCSecReg.dll Error code = -2147467262.
Check shows dll is registered.
No other versions of Progress are installed.
CHANGE:
Removed Progress 9.1D version but did not remove shared dll's.
CAUSE:
pscsecreg.dll is the wrong version of the dll for 10.0B.
FIX:
To correct the problem the proper version of the dll must be registered: 1. Uninstall WebClient. 2. Remove the pscsecreg.dll. 3. Install WebClient. 4. Install the application.
