Idxbuild fails with putmod. (9418) and dll (9459).
An unexpected dependency value was discovered in routine rlputmod (9418)
CODEBASE-LOCATOR attribute %s<attribute-name> is unavailable - Cannot initialize PSCSecReg.dll
Idxbuild of copy of the database succeeds without error on different machine.
Other non-Progress programs having problems on machine where idxbuild fails.
CAUSE:
The Progress installation or operating system installation is corrupt.
FIX:
Uninstall Progress and Re-Install Progress.
