SYMPTOM(s):
Error 5291 and a dsmUserConnect error are shown in the database log file when trying to spawn a SQL92 server
You have attempted to connect to a database with too many users connected to it. Retry the connection later, or increase -n on the server. (5291)
Failure during dsmUserConnect (-1)
Other errors related to SQL92 connections such as permissions problems are shown prior to the 5291 error but the database hasn't been restarted since being resolved

CAUSE:
The previous SQL92 failures affected the database's server and user counts even though the cause of those failures had been resolved.
FIX:
Shutdown and restart the database to reset the database's server and user counts.
