How to truncate .bi when using double-byte database

When truncating the .bi file of a double-byte enabled database, users
must designate a .pf file to handle setting up the environment for
the desired operation. Progress does supply a few of parameter files
for use. They can be reviewed in the subdirectories of DLC/PROLANG/* .

Sample syntax would be:

proutil db-name -C truncate bi -pf japanese.pf
