FIX:
WebClient win_image files are part of the Progress 9.1X Windows Intel base install product. Progress Windows software may be downloaded from Progress ESD (Electronic Software Download) site or installed from a Progress Windows 9.1X CD.
Progress Windows software contains a webinstall folder. Within the webinstall folder is a webclient folder. The webclient folder has web_image and win_image folders.
