Error in database startup. (JUNMsg030)

Error 8619 when trying to start the DB from Progress Explorer
Error in startup of database <hostname>:20931:<databasename>. Message:
This broker will terminate when session ends. (5405)
A database log file is not created.
dbman command would start database.
CAUSE:
Permissions for database directory did not have write enabled for Progress Explorer user.
FIX:
Give Progress Explorer user write permissions to the database directory.
