Starting database results in error 1732

CAUSE:
Progress.cfg file was manually edited and split into two new files. The file was corrupted
FIX:
1. Remove current installation
2. Install all Progress products in one directory.
3. Start new installs in separate directories for each product that needs its own progress.cfg file. For example: install only client networking.
4. As soon as progress.cfg file is created, using a separate session, copy it to another location.
5. Abort the installation.
6. Repeat installation for each product or products that need a separate progress.cfg file, aborting install after creation of progress.cfg and copying it to a new location.
7. Newly created progress.cfg files may be renamed. For example client.cfg.
8. Set PROCFG=location of progress.cfg for each progress.cfg file.
9. Set environment for client and database startup with proper PROCFG variable.
