FACT(s) (Environment):

SYMPTOM(s):
Adminserver hangs when shutting down
Exec format error in the admserv.log
java.lang.UnsatisfiedLinkError:$DLC/bin/procfg.dll: Exec format error
CHANGE:
Migrated Progress installation to another system using tar utility
CAUSE:
Untar of the Progress installation from one system to another is not supported. Migrating a Progress installation to another system should be done by installing Progress on that system.
FIX:
Install Progress on to the new system using the proinst command
