FIX:
Fathom Management 2.1A will not work with Progress 9.1E. Before going to 9.1E, you must upgrade your Fathom Management version to 3.0A. Once 3.0A is working successfully with Progress 9.1D, perform the following steps:
1) Stop the 9.1D AdminService and Fathom Database
2) Run the unglue command to disassociate Fathom Management 3.0A from Progress 9.1D
3) Install and configure Progress 9.1E
4) Reglue Fathom Management 3.0A to the new Progress 9.1E install
