WebSpeed agent pool range has 5 for minimum, maximum, and initial
The port range for the WebSpeed agent is 6
The database backup is done online

CAUSE:
The WebSpeed agent's port range defined in the ubroker.properties file is very narrow. It could be that some of the WebSpeed agents are dying and, therefore, ports are hanging.
FIX:
Increase the WebSpeed agent's port range at least twice the agents count.
