Unrelated error messages running Webspeed 2.x service on NT

INTRODUCTION:
=============
Error messages that come up when trying to run the webspeed broker
service on windows nt can be totally unrelated to the cause of the
problem.
WHY YOU NEED TO KNOW THIS:
===========================
When an user reports error messages that indicate insufficient
user permissions to run the webspeed broker service, the cause might
not be related to the permissions at all.
PROCEDURAL APPROACH:
====================
When installed on NT 4.0 and the default installation is used i.e.
during installation all default settings are choosen and installation
is done to a FAT-partition on the hard-drive, webspeed will generate
all kinds of errors about not having access to the webspeed service
created using the webspeed configuration utility.
Also at the end of the installation procedure, the last dialog has
a toggle box to run the webspeed configuration utility after the user
pressed the 'finish' button, the configuration utility will not run
when this box is checked.
The problem is that webspeed, when installed to a FAT-partitition
and the default installation directory is used will not handle the
long filename properly 'C:\PROGRAM FILES\WEBSPEED'.
Errors that occur after the installation :
1) configuration utility doesn't get to run automatically.
2) error 5, access denied.
3) logon failure.
Solution :
1) Install on a NTFS-partition; one can use the default (long)
directory name.
2) Install on a FAT-partition and do not use the default (long)
directory name. Instead use the windows 8.3 format.
