CAUSE:
This error comes from SlickEdit, the third-party editor used by Progress for color-coding in the Procedure Editor and AppBuilder.
This editor uses a temporary directory that writes user's settings to a directory named proedit. This information is stored into EditorConfigPath. By default, it uses the same temporary directory indicated on the installation.
The proedit directory cannot be shared among users. Each user should have a local proedit directory. They can't all point to the same one. If everyone points to a shared directory they will step all over each other and cause errors and possibly corruption.
FIX:
Modify the EditorConfigPath setting in the Startup section of progress.ini or in the registry tells SlickEdit where a user's settings should be written.
