OIBroker takes long time to spawn OIDriver
Windows client test connect and sql89 application both take long time to connect
No errors reported on screen or in oidriver lg file
CAUSE:
The DNS server had stale references.
FIX:
Make sure the hosts files used on the systems or the DNS server information is up to date.
