SYMPTOM(s):
Progress Explorer needs to be connected to AdminServer to modify properties files.
Cannot modify ubroker.properties from Progress Explorer without connecting to AdminServer.
Cannot modify conmgr.properties from Progress Explorer without connecting to AdminServer
Manually editing properties files increases the risk of introducing errors.

FIX:
This Enhancement has not been implemented in the product.
Sometimes you don't want to start the AdminServer using the property values within the current property files (like if the file/s were copied from a different machine). This is an enhancement request to enable Progress Explorer to modify property files without needing to be attached to an AdminServer process.
