SYMPTOM(s):
GetWindowsDirectory API returns wrong directory on Windows 2003
User's directory is being returned instead of system one when using GetWindowsDirectory API call
Incorrect directory is being returned by GetWindowsDirectory API call
Visual Basic script returns wrong directory using GetWindowsDirectory API call as well
CAUSE:
Not a Progress issue as it is does not work in VB also.
