Webspeed(2.x)Install: PROCFG/PROMSGS variables conflict
If there is a system variable set (PROCFG or PROMSGS),
the broker causes a license error and does not start.
Unset the system variable. Note that setting system variables
on NT for WebSpeed is not recommended.
