SYMPTOM(s):
clients are slow to connect
dynamic port numbers are allocated late in the connection process.
CAUSE:
It seems any changes made to change the Name Resolution Order on Windows NT 4.0 don't take effect. This may make the name and port resolution slow, even if the preferred order seems to be configured. For more information see the Microsoft Knowledge Base articles 139270 and 171567
FIX:
To change the Name Resolution Order, install at least Service Pack 4 and edit the registry as mentioned in Microsoft Knowledge Base Article 171567
