Database appears to be created but is not
Database can be created on the command line (i.e. Proenv)
Database can be connected to from the command line (i.e. Proenv)

**Cannot find or open file <filename.db>, errno = 2. (43)
%DLC% variable is set
%DLC% and %DLC%\bin are in the %PATH%
CAUSE:
User is logged in as a Domain Administrator and does not have local admin priveledges.
FIX:
Log in as a local Administrator or add the Domain Administrator account to the local administrator group.
