Database fails to start in multi-user mode.
Cannot find or open file <file-name>, errno = <number>. (43)
SERVER: ** Cannot find or open file <filename>, errno = 16. (43)
All operating system files are being backed up.
CHANGE:
An automated batch job was scheduled to run a full system backup.
CAUSE:
Before image file being read at operating system level while trying to start database.
FIX:
Exclude all database associated files from operating system backup.
