CAUSE:
On Windows 2003, Microsoft does not supply a MS JVM with the OS. However, for Progress Explorer to run on this platform, a MS JVM is required, and will be installed with the Progress installation.
MS security patch 816093 installs the msjava.dll as well. If Progress is installed afterwards, this .dll will be overwritten and downgraded to a lower version.
