Message (throw): ERROR Adding new child for: com.progress.juniper.admin.JAPlugIn_Stub
CAUSE:
conmgr.properties file is corrupted
FIX:
1) stop the AdminServer
2) copy $DLC/properties/conmgr.properties.template as $DLC/properties/conmgr.properties
3) start the AdminServer
4) re-add the databases from previous conmgr.properties (if necessary)
