Misleading (4399) license expiration message
The error of "The license for the client executable has expired
(4399)" can be misleading. In version 8.2A and possibly in 8.1 it can
also mean "PROGRESS.CFG file not found." If a customer reports a
(4399) error in Windows, run SHOWCFG.EXE to verify that the
PROGRESS.CFG file is present and that it contains valid information.
If so, check for other errors in the Windows Registry or in various
configuration statements.
In a recent case, the customer had a SET PROCFG statement in
AUTOEXEC.BAT with a typo error in the path name. As a result the
PROGRESS.CFG file was not found. However, the error message displayed
was "The license for the client executable has expired. (4399)".
