SYMPTOM(s):
Error 8281 when trying to start the WebSpeed broker
Unable to find <broker_name> (8281)
The admin server runs fine but log shows the following errors:
[AdminServer] * AdminServer GUI Plugininternal error 2: PMUObject.Constrcutor(ReplicationPlugin) failure:
com.progress.ubroker.util.PropMgrUtils$LoadPropFileError: Cannot load
property file: ReplicationPlugin. (8253) (8172)
[AdminServer] * UBrokerPlugin-WebSpeed not installed: Plugin asked not to be installed. (ADMMsg014) (7439)
The 9.1D09 installation works fine
FACT(s) (Environment):
The machine has two installations of the progress 9.1D in two different directories
One installation has the 9.1D09 with database, AppServer and WebSpeed licenses
The other installation only has WebSpeed 3.1D00.
The problem is apparent with the installation of WebSpeed 3.1D00.

CAUSE:
The exact cause is unknown at the time of this writing
FIX:
There are two options to fix the problem:
1. Use the 9.1D09 installation to run the WebSpeed
OR
2. Reinstall the WebSpeed 3.1D in a separate directory with the complete installation option.
