Error when trying to add a Webspeed service to a Windows NT backup domain controller

Failed to start new wta, control_service call failed. Service could not be updated with system error: (error code = 317)
CAUSE:
On Microsoft Windows NT, an NT server can be configured as a stand-alone server, a primary domain controller, or as a backup domain controller. With WebSpeed, you can only add a WebSpeed service with a configuration as a stand-alone server or a primary domain controller.
FIX:
If you want to run WebSpeed on a backup domain controller:
1. Upgrade the status of the server to primary domain contoller
2. Add the required WebSpeed services
3. Downgrade the server to a backup domain controller and the start the services.
