Kbase P92251: Internet browser is hanging with Webspeed

SYMPTOM(s):
When accessing WebSpeed workshop, ping or even ?WSMAdmin with cgiip.exe through the WebSpeed URL, browser hangs
ERROR: The specified CGI application exceeded the allowed time for processing. The server has terminated the process
After browser hangs, the above CGI Timed out message appears
When using wsisa.dll messenger, getting the following errors
WebSpeed error from WebSpeed ISAPI Messenger (WSISA)
Failed to load wsmsgp.dll or wsutil.dll
See wsisa.err for detail error message
Under IIS, Authentication Method: Anonymous access button is not enabled
"Web Anonymous Users" group is defined
IUSER_<machine_name> is part of Group "Web Anonymous Users"

CAUSE:
The exact cause is unknown at the time of this writing
FIX:
Use a user that is part of the Administrators group in the local machine and set this as the Anonymous user under IIS Access and Authentication Control. Use the following steps to make this change:
1. Open Start -> Setting -> Control Panel -> Administrative Options -> Internet Information Services
2. Go to the web site in question (usually the Default Web Site)
3. Choose the WebSpeed folder
4. Right click and choose Properties
5. Choose the Directory Security Tab > Anonymous Control
6. Click the Edit button
7. Check the box labeled "Allow Anonymous Access"
8. Click Edit
9. Enter the user that is part or the administrators group in the local machine
10. Click OK
11. Click OK again
12. Click Apply and/or OK to close the Properties dialogue box
