Have only OpenEdge Application Server Enterprise Edition or OpenEdge Application Server Basic Edition license installed.
FACT(s) (Environment):
OpenEdge 10.x

CAUSE:
In Progress version 9.x, the WebSpeed Transaction Server license (installed as standalone) provided the capability of compiling on-the-fly. However, in OpenEdge version 10, this is no longer true. Since, comparisons cannot be drawn between Progress 9 and OpenEdge 10 licenses, the OpenEdge Application Server license is not equivalent to the Progress 9 Webspeed Transaction server license.
In OpenEdge 10 for security reasons, the Application server is a deployment product , and cannot be used to compile source code.
FIX:
In order to have compile capability a developemet type of license must be added.
