SYMPTOM(s):
Using J2RE 1.3.1 IBM AIX build ca131-20031105.
Using WebSpeed Workshop 'OS Command' utility to run UNIX 'date' command returns the wrong time.
The time displayed though WebSpeed is 1 hour ahead of the system time.
TZ (Timezone) is set correctly on the system, and in the ubroker.properties file.

CAUSE:
This is caused by a Java bug.
FIX:
Upgrade to the latest release of JRE 1.3.1.
