Why don't changes to system environment variables get seen by the adminserver until after I reboot the machine when the adminserver is started as a service?

FACT(s) (Environment):
Windows NT 32 Intel/Windows 2000
FIX:
When starting anything as a service in Microsoft Windows using the Service Controller (i.e the services option in control panel that also may start your service on boot), the environment variables that the service uses are taken from the Service controller. The Service control only reads its environment variables once and this only occurs at startup. Therefor if you need the variables up-to-date you will need to reboot the machine.
