Connecting with SQL Explorer gives an error
Using AdminServer to start the database
Failed to create the Progress NLS handler (8933)
Error occurs when Database is started through Progress Explorer but not when started using the proserve command.
FACT(s) (Environment):
Windows XP
Progress 9.1D
CAUSE:
The exact cause is unknown at the time of this writing
FIX:
Start the database manually using PROSERVE <dbname> along with the appropriate parameters.
