Accessed and Modified timestamps not updated on .lic file
Properties for .lic file not being updated
.lic file contents updated correctly
CAUSE:
Not a Progress issue.
Progress writes to the .lic file, and the file is held open by the database (hence the sharing violation), but as with any other Windows file, updating the timestamps is an os function.
FIX:
1. Ensure that the machine is running the latest os service pack.
2. If anti-virus software is being used, ensure that the database files are excluded from its scans. This might be a possible reason why the os doesn't update the properties.
3.Try filemon from Sysinternals (http://www.microsoft.com/technet/sysinternals/default.mspx) to see the behaviour is the .lic file.
4. Log a call with Microsoft.
