FACT(s) (Environment):

SYMPTOM(s):
SonicMQ adapter does not start after applying Service pack 9.1D09
java.lang.UnsatisfiedLinkError can't load library rocket.dll
SonicMQ adapter is the only Progress product installed on that machine
CAUSE:
Known issue because of a dependency in the AdminServer introduced in Fathom upgrades
FIX:
There exists two different possible workarounds:
1. Copy rocket.dll from other installation to %DLC%\bin
2. Edit the AdminServerPlugins.properties file and comment out the following two sections:
[Plugin.SMDatabase]
[Plugin.DatabaseAgent]
