FIX:
If you choose to install the Double-byte Enabled (DBE) Supplement, then the PROGRESS Installation Utility automatically overwrites the single-byte server, utility, and client with their respective DBE counterparts.
Since this in Windows and not Unix, you do not need to run make_dbe in order to create the executables. As stated above, the installation supplies the correct executables.
