FIX:
The service pack installation checks for the current version of the product installed. If the installation detects a newer service pack already installed it will prompt for the user to confirm they want to install the old service pack on top of the new one.
The installation of an old service pack on top of an installation that already has a newer service pack is not recommended and not supported. Reinstalling an earlier service pack over a later service pack will jeopardize the integrity of the Progress installation.
The recommended and supported way to "downgrade" a service pack is to copy the backed-up files from a previous service pack install. Of course, this only works if the files were backed up during the various service packs installs.
If the backup is not available, it is recommended to reinstall the base Progress version and apply the necessary service pack on top of it.
