SYMPTOM(s):
User can not log the number of users they expect into there Application
Can log users into the database without going through the application
CAUSE:
Customers application monitors its own user count and stops user logging into the application even thought users can still log into the database
FIX:
Investigate the application to find the reason it is not allowing access
