The agent.properties and smdatabase.properties files are configuration information files used by Fathom Management. These files are added to the Progress DLC/properties directory by Fathom Management when it was running. As of 9.1D09 and 10.0B, they will be created when Fathom Management is installed (if they don't already exist) whenever a database license in core is detected.
