FIX:
Change the -numsep and -numdec session startup parameters in the <installation directory>\startup.pf file.
These parameters define the characters used in the installed code page, that will be used for decimal separator characters.
For example:
In iso8859-1 the comma is character position 44, and a full stop 46. To start the session with typical American number format, (i.e. 9,999.99) edit startup.pf as follows:
-numsep 44
-numdec 46
